The President of India can declare circumstances only when he gets a written application to do so from the Union Cabinet.
On the following circumstances, an emergency can be declared:
1. When there is a threat to the country due to external forces or armed rebellion.
2. When there is a Constitutional breakdown in the country.
3. When there is a threat to the financial stability in our country.
When an emergency is declared, there is President's rule in the State. The President may vest some or all duties on the Governors of specified states.
