Civil Water: internal water in a country:

Each country has its own water assessment policies and methods, and they generate their own data and reports regarding the status of available water and sectorial water withdrawal. There are international organizations like the Food and Agriculture Organisation (FAO), UNESCO and the World Resource Organisation (WRI) that act as data repositories and compile and assess the countrywide status of the water resource. The factors considered in such assessments are  

1. The internal water resources that are generated from the perception within the territory of the country.

2. The external inflow of water that comes from upstream neighboring countries via trans-boundary river basins, and is added to the internal resource.

3. The water that flows into other downstream countries, i.e. the external outflow which is subtracted from the total resource of the country.
