Cl_2 + OH^- \rightarrow Cl^-+ ClO_3^-+H_2O

Oxidation half:

Cl_2 \rightarrow2 ClO_3^-+10e^-

Cl_2 +12OH^-\rightarrow2 ClO_3^-+10e^-+6H_2O....(i)

Reduction half:

Cl_2 +2e^-\rightarrow2Cl^-

×5 ⇒ 5Cl_2 +10e^-\rightarrow10Cl^-....(ii)

(i) + (ii)

6Cl_2+12OH^-\rightarrow2ClO_3^-+10Cl^-+6H_2O

3Cl_2+6OH^-\rightarrow ClO_3^-+5Cl^-+3H_2O

That is the final balanced equation
