in actual current flows from negative terminal to positive terminal as electric current is the flow of electrons so they move from negative to positive terminal of battery
but conventionally we take direction of current from negative to positive terminal

Hey mate here's your answer

a) Current flow from positive to negative terminal of battery when it is connected with it.

b) When battery is not connected it means charge are at rest . But it is produce by friction , conduction or induction. Thus it does not flow.
