Explanation:
(a)The Rajya Sabha is a permanent House.
(b) The Rajya Sabha cannot be dissolved. Each member of Rajya Sabha is elected for a term six years. 1/3rd of its total member retire after every two years.
Answer:
1) The term of the members selected to Rajya Sabha is six years. However, every second year, one- third of the members retire and there are new entrants. Thus, the house is never empty and therefore is called a 'Permanent House
2) A Money Bill cannot originate in the Rajya Sabha and has to be introduced in the Lok Sabha only. It is tabled in the Rajya Sabha for its recommendations after it has been passed by the Lok Sabha.
3) the minimum number of members of an assembly or society that must be present at any of its meetings to make the proceedings of that meeting valid.
4) The President nominates two members to the Lok Sabha from the Anglo-Indian Community and twelve members to the Rajya Sabha from among the persons who have acquired special knowledge in art, science, literature and social service.
5) The Vice President of India is the ex-officio Chairman of Rajya Sabha. The House also elects a Deputy Chairman from among its members.
