In A ,

the respiring seeds releases CO2 by the process of respiration. The released CO2 reacts with Potassium hydroxide to form potassium carbonate and water. This creates a low pressure( vacuum ) in the flask which makes the water in the beaker rising up.

KOH + CO2 --------------- K2CO3 + H2O

In B ,

there are dry seeds which do not liberate CO2,

hence in the flask no reaction takes place that's why there is no change and hence water remains in the beaker and do not rises up.
