While diluting an acid why is it recommended that the acid should be added to water to the acid ?

While diluting an acid it is recommended that the acid should be added to water as the H+ ions dissasosiate and hence the acid becomes weak.

A weak acid wont cause any harm and thus it is advised that we dilute the acid.
