When the Maharaja was left to kill only one tiger, he couldn't find any tiger. So, he was disappointed. But after sometime villagers went to king and complained that their sheeps were missing, most probably the tigers had ate them up. So, the king being happy said that you won't have to pay taxes for 3years. But once he couldn't find that tiger, the king imposed double taxes on the villagers.
