Hello friends!!

Here is your answer :

a)
 {3}^{2}  \times  {( - 10)}^{2}

We know that,

 {a}^{p}  \times  {b}^{p}  =  {ab}^{p}

 =  >  {(3 \times  - 10)}^{2}

 =  >  {( - 30)}^{2}

 =  > 900

b)
 \frac{ {( - 23)}^{5} }{ {( - 23)}^{3} }

We know that,

 {a}^{p}  \div  {a}^{q}  =  {a}^{p - q}

 =  >  {( - 23)}^{5 - 3}

 =  >  {( - 23)}^{2}

 =  > 529
