ships get damaged from rusting in spite of being painted because iron get rusted in the presence of air ,water .paint does not allow air ,water to reach iron so iron does not rust

As ships are kept under water for most of the time, it being made up of iron and other such metals which on reacting with salts and water gets a layer of oxide formed on itself, thus rusting it.

The paint could not prevent rusting due to its exposure to watery medium all the time.
