Whatever seedlings that seem to be heavier in mass versus defective or sickly seeds tend to settle just at the bottom instead of lingering around the water's surface.

(i) Take a beaker and fill about halfway using water.

(ii) Insert a few wheat seedlings inside the beaker.

(iii) Whisk the water together & allow mixture and set-up to stand for a couple of minutes.

(iv) Keep a close eye on the seeds.

Observation

Several seedlings tend to hover upon that water surface, whereas others plunge & sediment to the bottom.

Conclusion

Those seedlings which hover were broken and otherwise diseased, whereas the seedlings which sediment at the bottom are healthy and intact. So, these kinds of seedlings must be used.
