Yes, I do agree with the statement that a state defines it's ruler because the countrymen always follow what they are asked to by their ruler.

As everyone knows, no one would want to upset his/her ruler.

The state can be made forced to obey as in the story the king of fools declared that if someone would be found breaking the rules, would be sentenced to death.
