the persons have right to vote were active and which doesn't have right to were passive citizens. Tax paid were tithe and taille estate general was political body of France to which representatives came. there were several causes of treasure empty such as long year of war, heavy prices of Versailles, dept of 10millon livery. etc old regime described institutions and society of France in 18 century the region 1793 to 1794 was region of terror.
