it is necessary because all the parties see the default or wrong works done by the other parties in there quarrel the public is getting the benefits as the provide the good service facilities to the public

for example:-if partie A and patie B,A partie has told that I will make roads for public I will give water supplies to public that had not done as they promise so partie B had told to public that partie A had not done any work I will make those things to you in between parties the public got served
