HCl is a stronger acid than CH₃COOH
when both dissolve in water HCl 
dissociates almost completely and form H⁺ ions.
and in 
CH₃COOH partial ionisation occurs. ans thet's why concentration of  H⁺ is higher in 1M HCl solution.
