Why Haloarenes are insoluble in water but soluble in benzene?

The rule of solubility is 'like dissolves like' i.e. polar solvent dissolves polar molecules whereas non-polar molecules are dissolved in non polar solvents. Haloarenes are non polar in nature. So they are dissolved in a non-polar solvent benzene, but cannot be dissolved in a polar solvent water.
