Records of Tamil people exist from at least 1500 BCE (Tamil people). Probably there were other tribes around that time who got assimilated into Tamil ethnicity. (I don't know of any ethnic group annihilated from that period.) 

In the island of Sri Lanka, from what I read,(Sri Lankan Tamil people) there was an indigenous mesolithic population of a tribe who were related to indigenous tribes of South India. Subsequently, Tamil language and Prakrits were introduced from India who assimilated the indigenous tribes. However, records from as early as 200 BCE show that Tamil people culturally similar to the Indian Tamils of Pandyan Kingdom lived in Sri Lanka. There is another group of Indian Tamils who migrated centuries later to work in tea plantations of the island. Finally, there is a group of Sri Lankan Tamil Muslims who, apparently, do not ethnically identify with other Tamils, unlike Indian Tamil Muslims.
