THIS IS SO BECAUSE IN SUMMER THE Sun's LIGHT RAYS ARE QUITE HOT AND ARE IN AMPLE AMOUNT TO DRY THE CLOTHES IN SHORT TIME,WHEREAS IN WINTERS THE SUN RAYS R GENERALLY NOT THAT POWERFUL..SO IT TAKES TIME TO DRY THE CLOTHES...

Clothes get dry only due to evaporation.

Evaporation depends upon the temperature of the surroundings.

In summer ,the temperature of the surroundings is more than in winter.

Hence evaporation takes place faster in summer than in witner.

Another reason is that in summer moisture content in the atmosphere is more than in winter.

Hence evaporation will be faster.
