No. It is formed due to coagulation of condensated water vapour.
Because at first liquid water from a number of sources evaporation due to sun's heat, and being warm air, it rises up. But as the altitude increases, the temperature decreases. And thus, after reaching a certain height, the water vapour condensates, and due to its sudden condensation in freezing temperature at a high altitude, it coagulates to form CLOUDS...
