At a temperature below  710 k (673 k ), according to the Eliingham diagram the (CO,CO2) line lies below the (C,CO2) line. Therefore CO is a better reducing agent.

At a higher temperature, (C,CO) line lies below (CO,Co2 ) line and hence at higher temperature Carbon is a better reducing agent
