the water turned to milky colour because white precipitate of caco3 is formed ; Ca(OH)2(aq) + CO2(g) → CaCO3(s) + H2O(l)

if co2 is passed through lime water in excess it will turn it milky white due to formation of calcium carbonate.

Ca(OH)2+CO2 > CaCO3+H2O
