Cold war was a series of confrontation, tension and competition between the US and the USSR. Both the powers wanted to show their superiority over the other. This lead to nuclear and military race between them. Both yhe rival superpowers were capable of influencing events anywhere on the earth. But on the other hand, both of them were aware that in the event of any nuclear war, both sides will be harmed so badly that it'd be impossible to declare the winner of that war. This is called logic of deterrence —both sides were capable to retaliate against an attack and cause so much destruction that neither of them could afford to initiate it.
