I could be wrong but I thought it was pipe/rod electrode earthing that used alternate layers of salt and charcoal not plate earthing.
But to answer your question you wouldn't need much of each. Maybe 100kg total.. Your borehole will be approximately 0.5m diameter and about 3.5m deep. This includes the inspection chamber so actual salt and charcoal layers will be about 2.5m deep. And remember the electrode is taking up part of that space.
