Net attendance ratio low is because of the state of conservative feeling in minds of people that girls should not attend school , further more adding to the answer is that there are very less amount of schools in rural areas resulting to less net attendance ratio , last point i would like to add is that importance of education is not known to people because of which they do not attend schools.
