combination of organ system form organism and plant is organism but it donot have organ system so how can we say it a organism

actually the flow is in this way...
...cells forms tissues...
..tissues forms organs...
...organs form organisms..
# in plants basic things are same but there's a little difference..
..plant's cells forms tissues...
..the tissues join and directly form its parts (parts can also be called plants organs)
....example...xylem and phloem tissues are present in every part of plant to transport water and food..
#now here tissues forms parts...
so we can say that they have organs in phase of parts
