Word "environmental impact assessment" (EIA) is normally used when applied to real projects by companies and term "strategic environmental assessment" (SEA) goes to policies, plans and programmes proposed by state bodies.
Environmental assessments will be governed by guidelines of administrative procedure regarding public participation and documentation of decision making and is subject to judicial screening.
