ANS: GULAB SINGH COULD NOT GET TIME TO IMPLEMENT CHANGES IN THE ADMINISTRATION BECAUSE HE WAS BUSY WITH THE RESTORATION OF POWER AND SUPPRESSION OF REVOLTS BUT HIS SONRANBIR SINGH INTRODUCED A NUMBER OF CHANGES IN THE ADMINISTRATION. HE SETUP  THREE MAIN DEPARTMENTS THE SOCIAL DEPARTMENT , THE REVENUE DEPARTMENT ' THE MILITARY DEPARTMENT. THE JUDICIAL DEPARTMENT WAS ALSO REORGANIZED AND A COURT WAS DRAWN UP KNOWN AS RANBIR PANEL COURT.
