Venice here is referred to the ancient Venice. I would personally say that Venice is an apt setting, because in those times, Venice served as a rich place of trade. The water routes helped ships from abroad to indulge in trade. So, referring to Antonio's ships being lost can be linked here.
Venice is also a place of rich culture. This can also be apt for the dramatic settings of the story.
