Molarity =  

1.19/MolarmassofHCl  ×1000×38%

=  

1.19/36.5 ×1000× 38/100 = 12.389m

mole of HCl required to make 10 L of all 0.1M HCl=10×0.1= 1 mole

12.389×v=1

v=  1/12.389

=80.7ml
