38 % HCl by mass means 38g of hcl in 100g of solution

density of solution=1.19 g/cm³

density =  \frac{mass}{volume}   \\ mass = 1.19 \times 1000 =1190g

\%mass \: of hcl =  \frac{38 \times 1190}{100}  = 452.2 \\ moles \: of \: hcl \:  =  \frac{36.5 }{452.2}  = 12.38

molarity =  \frac{moles \: of \: hcl}{vol.solution}  \\ molarity =  \frac{12.38}{1litre}  = 12.38

I hope this helps ( ╹▽╹ )
