Molarity =  \frac{1}{molar \: mass \: of \: hcl}  \times 1000 \times 38\%

 =  \frac{1.19}{36.5}  = 1000 \times  \frac{38}{100}

=12.389m

 = 0.1m \: hcl = 10 \times 0.1 = 1mole

12.389 \times v = 1

v =  \frac{1}{12.389}  = 80.7ml
