river is a (very) common noun, but if you add the name of it, eg River Thames, it does, ike all names of anything, require a capital, both for the name and the word river. In USA, they tend to put the name before the word river. So where we say “River Thames”, they would say “Thames River”. Something to do with Mr Webster and his famous Dictionary, I think!

River is not a proper noun unless it's part of the name of the river. For example, in the name Jack's River, river is part of the name, therefore it is 'proper'. If you are speaking generically of a river, of course it wouldn't be a proper noun.
