well the thing is very clear
though the mobile phone will be a new thing for the time traveller.. but at the same time he will understand it in less time because he is a time traveller who had done his necessary effort to travel in time.. and at 1900s the world was in course of development... but now it depends whether the time traveller had done too many efforts inorder to travel in time or he coincidently did it...
