Bishop was an individual who was immensely influenced by Christian ideals of justice, empathy and compassion.He always used to help the people in need. The example of selling the salt-cellars proves this.He believed in the concept of forgiveness and didn't wish to punish the convict since he knew that it would do him no good physically or spiritually. He was a very successful and dedicated bishop, and was best suited for his profession. He believed in whatever he practised. His character was simple in nature and he was extremely honest and true to his concept of life.
Persome is the Bishop's sister. She wasn't kind and generous as the bishop. She was skeptical about the nature of others though the people were suffering. In her opinion the sick Mere Gringoire was lazy. She used to treat individuals rather rudely as is visible from the treatment with Marie. She possessed no faith in the humanitarian values and was quite unlike the bishop. She never portrayed hospitable behaviour towards the downtrodden. She had a cold and stoic character.
