There is a vast difference between Harappa and in other words, the 'Indus valley civilization'.  

Harappa or 'Indus Valley civilisation' was known as the urbanized civilization because it was a well planned, ably designed construction of towns and cities.

One of the examples is the cities like 'Harappa' and 'Mohenjo-Daro'. Whereas metropolitan cities like Chennai, Mumbai, Hyderabad, Pune, Surat, etc., were not as well planned like that of 'Indus valley civilization'.
