Copper Oxide is Basic while Copper Sulphate is Acidic.

Explanation:For copper oxide= Cu2O for copper (I) oxide (this is red) and Copper (II) oxide - CuO (this is black). Copper oxide is basic  

For copper sulfate=CuSO4. The solid form is either blue or white. The dehydrated form (copper sulfate powder) is white. This form contains no water. The hydrated form of copper sulphate powder is blue in colour. Copper sulfate is acidified because Copper sulphate is a salt of a strong acid, H2SO4, and a weak base, Cu(OH)2.
