Belgium and Sri Lanka both had a very diverse population but both of these countries adopted different measures to run the country.

BELGIUM
It had around 1 crore of population.
In which 49% were dutch and 51% were french in the country.
Whereas in the capital city Brusells the condition was totally opposite of that it was in the rest of the country.
So in order to come up this problem a different government was formed in brusells and in the country Belgium where both the mambers had same no. of representatives.
Along side a community government was also formed to secure peace.
Between 1970 to 1993 the consitution of Belgium was amandmed 4 times.

SRILANKA
it had 74% Sinhali speakers and 18% Tamil speakers and rest were cristians.
Srilanka adopted a majoritarianism government which made Sinhala as there official language.
The government ignored the demands of the tamil speakers which lead to a civil war later.
