The first row of transition metals are more likely to be found in reduced states. For example, there is a series of stable dichlorides from TiCl2 to ZnCl2.
When a first-row transition metal is in a highly oxidized state, the compound has more oxidizing power than the corresponding compound with a second- or third-row transition metal. For example, compare CrO3 with MoO3 and WO3.
