We should first know what is democracy. It ios the government of the people, for the people, by the people. So in any democracy a Government is elected by the people.Democracy implies free and fair elections, and freedom of many other aspects. These factors cannot obviously be measured. Mexica thus has a "flawed democracy". In mexico, there are private and public monopolies, and there is little or no transparency in governance. There is no politicval accountability, may be because of the influence and violence of drug cartels.
The peoples republic of China is not one of dictatorship but having Mao's concept of "New Democracy". Elections were held at different locations but the candidtes were chosen or approvad by the Communist party. Here the party reformed without being forced to do so. And mostly China has a one party policy.

Mexico hold elections after every 6 years. This country has never been under the dictator or military rule. PRI has been wining the elections since 2000, by using their dirty tricks. Some times the polling booth is shifted from 1 place to another in last minute cause of which many people are not able to cast votes.
