on one hand where Belgian government amended the constitution 4 times to accommodate its diversity but on the other hand srilankan government adopted majoritarian policy to repress the tamil's emotion in name of national integrity.

1)constitution describes that the number of Dutch and French speaking ministers should be equal in the central government
2)some special laws require the support of majority of members from each industry group
3)there's no single community can make decisions unilaterally
