In belgium: brussels represened the problem of dutch speaking community being constituting majority in country but minority in the capital.

In srilanka: sinhala community enjoyed uneven bigger majority and could impose its wiil on the entire country.

But there was seperate representative in both regions.( wallonia and flemish region).

So powers were shared equally..
