The difference is that while in US silicon Valley largely R&D work takes place, and is hub of HQ of major IT companies,Bangalore is mostly an outsourcing destination which is flourishing recently with upcoming new start ups. Situation is analogous to a Pro in some sport and a new comer trying to make his place in the team.

Bangalore is called silicon valley of India because Silicon Valley became synonomous with IT industry. Since,India's IT sector is largely based in Bangalore hence we started calling it silicon valley of India.
