kinetic energy =1/2mv power2

case 1=

v=3

K.E = 1/2×m×3 power2

=1/2×m×9

=9/2m= 4.5m

case 2=

v=4

K.E= 1/2×m×4power2

=1/2×m×4×4

2×4×m

=8m

now ,

case 1 /case2

= 4.5m/8m

=4.5/8

=45/80

=9/16

thus K.E1:K.E2= 9:16
