Both constitution of 1971 and declaration of Rights to citizens convey the same idea that all the men have equal rights and acknowledged equality before any law. Both documents convey the basic rights of men such as freedom of speech, freedom of giving opinion. Both document states that men have power to do anything until unless it is not injurious to others.

Yes both the documents are consistent and both deliver the same idea about the rights of human and the people are equal before any law.
