Infinite resistance means open circuit, and ammeter (calibrated in ohms) will not show any deflection. So the extreme left point on scale (zero current) is marked as infinity.  Zero resistance will result in full deflection of the meter, and extreme right of scale is therefore marked zero ohms.  

The resistance scale is being current =V/R, it is an inverse scale, and graduation is therefore marked accordingly.

A wire or a circuit branch with infinite resistance implies that there is no current or break between two circuital points. This is also called open circuit condition.
