Mexico and China are two countries where elections are held regularly but they cannot be considered democratic countries.
In China before contesting elections a candidate needs approval of the Chinese Communist Party.Only those who are the members of the Chinese Communist party or eight smaller parties allied to it are allowed to contest elections
This does not offer a people a choice. The government is always formed by Communist Party.
The government in Mexico i.e is PRI works against the principles of democracy.PRI was known to use many dirty tricks to win the election. All those who were employed in government offices had to attend party meetings. Teachers of government schools forced the parents to vote for PRI. Opposition party did contest elections but never managed to win. Media largely ignored the activities of Opposition party except to criticize them. Sometimes polling booths were shifted from one place to another which made it difficult to vote.
