In unitary govt there is either only one level of government or the sub units are subordinate to the central government.

the central government can ask the state govt to do something.

in federal government there are two or more levels of government. the subunits are not subordinate to the central govt.esch level of govt has powers of it's own for which it is not answerable to the central government.
