Digitizer:

It is an scanner with a little difference from other scanners, as the scanners can scan the images in raster format and the digitizer can convert the images in a meaningful format or data.it is an input device.

A plotter is a output device.It is a large printer that generates high-quality documents by moving ink pens over the surface of a page.Plotters are Vector imaging devices.

Working principle:

after picking up of an image then the  information of a recording is stored in thousands of 1's and 0's each second.There is a signal converter that is which decodes the one and zero into meaningful information.

The efficiency behind this is that the images can easily be converted into the required format.

By moving a pen mechanically, plotters draw line art onto the surface of the paper to reproduce vector graphics drawn on a computer. They are basically Analog and don't convert the images into 1 and 0 . the input is the same as the output.
