The powers of the provincial governments are circumscribed by the national constitution, which limits them to certain listed "functional areas".

It includes,

2. The use of international waters and water resources.
The provincial government is responsible for social services like education, health and social development; economic functions like agriculture and roads; it also includes provincial governance and administration that cover the legislature, provincial treasury, local government, and human settlements.
