Solution :

as we know,

1 degree (1°) = 60 minutes (60')

1 minute (1') = 60 seconds (60'')

so, as we can see , the angle contains 60'' , this means , it should be converted to 1 minute .

so, 19°59'60'' = 19°59'+1'

= 19°60'

now, there are 60 minutes, this means , it should be converted to 1°

so, 19°60' = 19+1°

= 20°

hence, 19°59'60'' = 20°

so, complement = 90°-20°

or, complement = 70°

hence, complement of 19°59'60'' is 70°
